The process to apply for the Schengen visa at the VFS office

Question
Does anyone know the process to apply for the Schengen visa at the VFS office on behalf of somebody else?
My mother already has done biometrics during her last visit and does not need to go in person as per the VFS website.
Would also love to know of any agency that can apply for a Schengen visa on my behalf.

    If the biometrics were given within the last 5 years, then anyone can go and submit the documents on their behalf during the time of appointment.
